Which Davis Records Are Public
Davis public records are not one database. California's Public Records Act opens many writings kept by public agencies in official business, but access depends on the record type and exemptions. The useful first question is whether the record is a city record, county record, court case record, state record, or controlled election or vital record.

Closed or restricted records include sealed court files, juvenile court files, adoption files, confidential LPS conservatorships, confidential police and probation records, DMV personal information, protected voter records, and Safe at Home addresses. Recent vital-record identity copies require eligibility. Those limits are part of California public records law, not an index failure.
Where Davis Public Records Sit
The Davis records map is geographic as much as legal. Davis City Hall is the route for city-level public records, building services, local request tracking, staff directories, city police forms, boards, and municipal files. Davis Property Records Limits
Yolo County makes a clear distinction between public roll data and what appears on the web. Owner names and mailing addresses are public information in the local assessment roll, but the county states those names are not posted online because of privacy and legal limits related to protected officials. The online MBAP portal is still useful by Fee Parcel, Assessment, and Street Address.
The public roll can show parcel or location designation, assessee name and mailing address, land and improvement values, fixtures and personal property values, homeowner exemption, latest recorded document, local revenue district, and net taxable value. The office and Tax Collector terminal provide access. The Assessor phone line can provide current ownership, owner mailing address, parcel number, latest recorded document, and current assessment for up to three parcels per call.

Yolo Court Records for Davis
Davis court files are Yolo Superior Court records. The Tyler Portal exposes Smart Search and Search Hearings, while copy requests go through the court clerk. Public materials may include case summaries, filings, minutes, hearing data, sentencing information, and other public case records. Police reports, probation reports, victim/private data, confidential documents, sealed records, juvenile files, and some sensitive categories are not public.

Court materials report copy fees of $0.50 per page for criminal copies, certified copies at $40 per certified packet, and a $15 research fee for written requests when staff research is required. For cases older than 10 years, the court suggests contacting the Civil Division first to check availability.

Yolo says local birth records begin in 1878 and mail requests are processed 1-2 business days after receipt. CDPH processing times were longer in the research, with certified copies averaging 5-7 weeks at inspection.
California separates authorized certified copies from informational certified copies. Authorized copies can establish identity and require eligibility. Informational copies are marked not valid to establish identity. Yolo's 2026 local fee list shows birth $31, death $26, marriage $19, fetal death $23, and burial permit $12. Requesting Davis Public Records

The research did not locate an official county-hosted current jail roster with public person-search fields. Davis Records Fees and Fallbacks
Yolo and California records often have a free search step and a paid copy step. Recorder index searching can be free, while document copies and certification cost money. Court searches can identify a case, while copy requests may require page, certification, or research fees. Vital records have fixed certificate fees and eligibility rules. Voter-file data has statutory fees and purpose restrictions.
When an online portal does not show the needed record, use the official fallback chain: office kiosk, office terminal, phone line, mail request, public-records request, court clerk, CDPH, Secretary of State, or archive appointment. The fallback should match the record type. Do not send a broad CPRA request when a named index, copy form, or court case route already exists.
Yolo Public Records Digitization
Yolo County's restrictive-covenant modification work is a rare numbers-backed public records story. The research notes that Yolo applied OCR to 2,334,536 documents, digitized 810,606 historical records, recorded 1,172 modification documents, and removed unlawful restrictive language that had affected 8,187 properties.
This project matters for Davis public records because it shows both the value and the limits of digitization. More records can be indexed and reviewed, but legal wording, redaction, copy access, and official certification still depend on the custodian process. A digital index is not always a downloadable certified record.
